ORGANIZATIONAL SUMMARY

The New York City Criminal Justice Agency (CJA) is a not-for-profit service and research organization that operates in partnership with the New York City Mayor's Office of Criminal Justice. CJA is the City's main pretrial services agency, combining operations, pilot projects, and research under one roof. CJA utilizes procedural justice practices to provide pretrial services to over 200,000 persons arrested annually in New York City. Information collected about these arrestees and subsequent case processing is maintained in the agency's internal and externally shared database systems, which are used to conduct descriptive and evaluation research on arrestee characteristics, case processing and court outcomes, and on issues and potential reforms to criminal justice policy in New York City. CJA's programs operate in the criminal courts and detention facilities 24 hours a day seven days a week within the 5 boroughs of NYC, employing over 230 employees, citywide.

PROGRAM SUMMARY

CJA operates a Supervised Release Program in Queens Criminal Court for defendants of all ages who are charged with felonies and misdemeanors, and who present a substantial likelihood of detention, but are at risk of failing to appear in court if released on recognizance

The program, which operates during the day and night court, screens targeted defendants for release, subject to specific conditions including maintaining face-to-face and telephone contact with the program, participating in a screening protocol for substance abuse and mental health issues, and agreeing to program monitoring and reporting of non-compliance, re-arrests and scheduled court appearances.

This is a great opportunity for a dynamic individual with experience as a Pretrial Associate looking to continue service within Court Operations by applying their knowledge of the arrest to arraignment process and the changing role of the court system and alternative initiatives aimed at reducing detention and crime rates in the city.

PRIMARY RESPONSIBILITIES

  • Reviews court calendars to identify cases with eligible charges and criminal histories, excluding those cases with a low likelihood of detention and a high risk of re-arrest
  • Interviews defendants to obtain and verify additional contact information
  • Presents the new release eligibility determination to the court and responds to questions regarding the new recommendation score, or the process, on the record as required
  • Cultivates relationships with all relevant court personnel and/or other stakeholders
  • Distributing metro-cards and/or cell phones to clients as needed and maintaining accurate documentation for these processes.
  • Provides the Case Manager with all required participant and case information, including court-imposed conditions, special circumstances, contacts and next court date and part information, to then initiate a case management file for the released participant
  • Collects and fills out screening forms with all the relevant information for successful and unsuccessful instances
A second related function of the Court Representative is to appear on subsequent court dates and provide updates on participants' compliance with supervised release conditions on the record as required. The Court Representative then reports back to the program on the court appearance, including legal outcomes, reactions to the reports, and any changes in the release conditions.

QUALIFICATIONS

  • Bachelor's degree in criminal justice, social work, sociology, or related field.
  • At least 1 year of relevant court or advocacy experience. (Internal candidates - Pretrial Associate or Court Services Coordinators with 1 year of experience are encouraged to apply).
  • Familiarity with Alternative to Detention (ATD), Alternative to Incarceration (ATI) or other advocacy program models.
  • For internal candidates - successful completion of the new Release Assessment training and testing process is required. For external candidates, you will receive training on this process before testing.
  • Excellent communication and interpersonal skills.
  • Demonstrated excellence in time management.
  • Computer literate with the ability to quickly adapt to changing technology.
  • Must be detailed-oriented, thorough and accurate in the completion of paperwork.
  • Willingness to work evening and weekend hours required. The program operates 7 days per week.
  • Bilingual applicants (fluency in Spanish/English or other languages) encouraged to apply.
SALARY: Up to $55K Annually
