Project Delivery ManagerNew York City NYC HOUSING AUTHORITY - New York, NY

    The Project Delivery Manager is responsible for overseeing all aspects of the department’s projects to ensure successful completion of projects. The selected candidate will work closely with Technical Mangers in the department to facilitate implementation of various projects and initiatives.

    Responsibilities will include, but are not limited to the following:

  • Oversee Process and Information Management Department (PIMD) initiatives, conforming to NYCHA’s Project Management methodology and best practices.
  • Liaise with the IT Project Management Office (PMO) and PIMD Technical Managers.
  • Recommend projects that support NYCHA’s strategic goals.
  • Work with Technical Managers to prioritize resources or projects.
  • Direct and motivate project teams as appropriate.
  • Communicate project status and escalate risks to stakeholders throughout project lifecycles.
  • Manage user community relationships and expectations.
  • Liaise with business leads and users to optimize use of applications and technologies supported by PIMD.
  • Prepare and manage solicitations and RFPs as needed.
  • Manage vendor relationships and contracts as needed.
  • Establish process for delivery and smooth transition of projects for post implementation support.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or
2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.

Preferred Skills

  • At least 10 years of experience managing and delivering IT projects.
  • Excellent skills in working with the business and user communities.
  • Ability to manage teams and create a positive working environment.
  • Excellent project management skills.
  • Excellent written and verbal communication skills.
  • Experience creating RFPs.
  • Experience implementing, including working functional knowledge and ability to support the following applications and tools: Oracle Universal Content Manager, Legal Case Management using SalesForce, SiteCompli, Psigen, Intelligent Forms Processing (IFP).
  • Project Management Professional (PMP) Certification.
  • Institutional knowledge of NYCHA business and IT processes.
