    JOB TITLE: One (1) Assistant Director

    SUMMARY:

    The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of more than 70 City agencies.

    Within OMB, the Citywide Savings Unit is responsible for creating the Citywide Savings Program and developing, implementing, and tracking new initiatives that create efficiencies across City agencies without reducing service levels. In the last three years, the Citywide Savings Unit has created over 25 initiatives that produce more than $115 million in annual City savings.

    OMB is seeking an Assistant Director to manage the unit, implement existing savings initiatives, and develop new ideas to increase the productivity and effectiveness of City government.

    JOB DESCRIPTION:

    The duties of these positions encompass the following activities:

  • Oversee and supervise the Citywide Savings Unit.
  • Identify areas of overlap or duplication in government.
  • Analyze and identify areas where opportunities exist to reduce the cost of government operations or enhance revenue collections.
  • Evaluate how the City could consolidate and efficiently restructure services.
  • Assess agency personnel needs and spending levels.
  • Work independently with senior agency officials and OMB counterparts to develop citywide cost reduction programs.
  • Track progress on savings initiatives across both current and prior budgets.
  • Implement Executive Order No. 41 – Citywide Fleet Sustainability, Right-Sizing, and Efficiency Through NYC Clean Fleet Plan.
  • Develop clear and concise presentations for the Mayor, elected officials, and the public.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college.

Preferred Skills

    DESIRED SKILLS:

  • Proven track record of leadership in implementing new policies.
  • Advanced knowledge of both the financial and operational aspects of City agencies.
  • Experience with strategic decision-making, including balancing between conflicting project requirements to achieve an optimal outcome.
  • Ability to employ quantitative and qualitative research methods to discover potential agency savings.
  • Strong computer technology skills, including a proficiency in Microsoft Office (Word, Excel, Access, and PowerPoint) and the ability to learn new technology quickly.
  • Strong familiarity with the New York City budget process.
  • Exceptional attention to detail, superb organizational and research skills, and the ability to communicate efficiently, effectively, diplomatically, and persuasively.

Additional Information

REQUIREMENTS:

Assistant Director ($141,766): Bachelor's degree and a minimum of five years of full-time experience in financial planning, management, and analysis; public policy analysis; City agency operational, budgetary, or savings analysis; or a related field. Alternately, an awarded Master's degree in Public Administration, Economics, Finance, Business or related field and a minimum of four years of relevant experience. Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
