The Shell Trading & Supply (T&S) Products organization is at the heart of Shell’s Downstream business. T&S Products exists as the integrator with the rest of Shell PLC to enable stronger End to End (E2E) value delivery.  Low Carbon Fuels (LCF) is a fast-growing business within our T&S Products organisation, established to enable the delivery of Shell’s low carbon fuels strategy.

As a LCF Regulatory Intelligence Adviser you will have the opportunity to support understanding and execution of global regulatory (intelligence) and compliance efforts for all T&S LCF European business but will be at the forefront of seeking out opportunities & operationalizing and delivering Shell’s low carbon fuel offerings. This currently includes biofuels and bio feedstocks, as well as transport credit generation from newer fuels like green electricity and green hydrogen.

T&S LCF spans the wider Shell PLC thereby exposing the successful candidate to diverse stakeholders both internally and externally, providing an excellent platform to enter or accelerate a career at the heart of the energy transition. Internally you will be working closely across Shell PLC businesses focusing on decarbonizing many hard to abate areas including but not limited to aviation, maritime, chemicals, as well as the Hydrogen and Mobility (EV), Feedstock and M&A businesses. Externally, where appropriate you will be representing Shell in discussions with multistakeholder forums including but not limited to industry associations, regulators, and ministries, whereby the latter is in close cooperation with government relations.

What’s the role?

As the business grows and the regulatory landscape becomes more complex you will be expected to support and drive the required changes, ensuring Shell PLC can meet its energy transition aspirations as well as transportation fuel renewables and GHG reduction obligations. The role will primarily focus on Europe, monitoring both EU level and national political and legislative landscape for opportunities and threats to our business and to then respond in a way that maximises value for T&S LCF, usually through supporting the T&S LCF teams with business strategy development, as well as providing trusted Subject Matter Expert (SME) input to Shell’s policy and advocacy development for low carbon fuels.

Accountability

  • Support the Global LCF team by reviewing, summarizing, and explaining existing and emerging regulations impacting feedstocks & finished bio-/renewable low carbon fuel in the transportation fuels businesses in the short, medium, and long-term. The transportation fuels businesses cover road, aviation, and maritime sectors.
  • Develop insights and identify (commercial) opportunities to develop concrete plans to pursue these opportunities including, preparing material to engage traders, commercial leaders, and other senior stakeholders.
  • Represent Shell externally regarding low carbon fuels regulations including development of new/updated legislative instruments and clarifying existing regulations with regulatory bodies, industry bodies, and certification bodies and schemes, as well as address any requests from Regulators.
  • In close collaboration with National Government Relations, Policy & Advocacy as well as the relevant Shell PLC businesses in Europe. Support the identification of and alignment across Shell PLC of overall LCF Regulatory Strategy and Market design.
  • Support businesses in the implementation of regulatory requirements resulting from either new regulations or changes to existing regulations that would impact T&S LCF and associated businesses.

What we need from you

  • Razor sharp attention to detail; Passion to analyze and understand laws; regulations; energy & climate plans, and to communicate the legal framework to the business.
  • Passion for Low Carbon Fuels, renewables space (within a fast-moving real time commercial environment), and the energy transition
  • Demonstrate the ability to formulate opinions and to challenge the status quo.
  • Expertise in and ability to interpret regulations impacting low carbon fuels such as the Renewable Energy Directive (RED), FuelEU Maritime, ReFuel Aviation, ETS, CORSIA, IMO as well as any other Regulation with an indirect nexus.
  • Expertise of carbon reporting and accounting systems is desirable, both mandatory (e.g.: ETS and RED) and voluntary (e.g.: GHG protocol and Science Based Targets Initiative) and how these fits in with the renewable transport regulatory frameworks.
  • Synthesize complex regulatory requirements (current regulations and upcoming change) into easy to digest training packs to ensure T&S LCF remains in compliance with the European regulations.
  • Extensive experience in Chain of Custody and Traceability in the context of the Renewable Energy Directive (RED), specifically in Mass Balance and traceability databases such as Nabisy, elNa, ROS, Union Database.
  • In-depth knowledge in the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) and/or voluntary sustainability certifications such as ISCC PLUS would be beneficial.
  • Deep understanding into voluntary compliance markets across transport sectors are a benefit.
  • Ability to juggle multiple tasks at the same time & to respond confidently despite working in a high -pressure environment that is synonymous with a commoditized market.
  • Synthesize large amounts of information into manageable summaries/ highlights that could eventually drive effective advocacy as well as drive business opportunities & implementation through others.
  • Excellent stakeholder management skills - ability to nurture and leverage relationships is the key to success in this role which requires the management of multiple internal cross function and business relationships as well as a strong external focus.

  • Fluent/native German speaker
