An exciting opportunity has arisen for a Portfolio Controls Lead (Capability) to join Rolls-Royce Submarines.

We’re a leader in propulsion system design and development for the Royal Navy’s nuclear submarine fleet and the sole provider and technical authority.

As part of the Portfolio Office Management team, the Portfolio Project Controls Lead (Capability) is responsible for the planning, delegation, monitoring and control of all aspects of Unity High Level Requirements 3 (Capability) and High-Level Requirements 4 (Licence to Operate) and the development and maintenance of the strategic delivery plan against the portfolio baseline.

Accountable to the Portfolio Contract and Performance manager, the Portfolio Controls Lead (Capability) will be responsible for controlling the performance of the portfolio with respect to High Level Requirements 3 (Capability) & 4 (Licence to Operate) in the context of the overall Performance, Cost and Time envelop. The role is required to maintain and develop the supporting portfolio resources, processes, policies, and leadership to integrate the portfolio to support the various DBU’s and functions requirements, to meet the customer and business needs.

Key Accountabilities:

  • Lead on the analysis and reporting of performance against High Level Requirement 3 - Capability.  Work with Functions and capability leads to assess current and forecast performance against associated Business Performance Indicators.
  • Lead on the analysis and reporting of performance against High Level Requirement 4 - Licence to Operate.  Work with Central Functions and Accountable Persons to assess current and forecast performance against associated Business Performance Indicators. 
  • Work with the Portfolio Data Analytics and Business Support Teams to develop options and recommendations to the Portfolio Council on measures to enhance performance.
  • Co-ordinate the production of recovery plans for any Red or Deep Red KPIs in HLR3 or 4. 
  • Work with the Portfolio Controls Lead (Delivery) to produce the Portfolio Performance report with appropriate analysis and narrative.
  • Substitute for Portfolio Controls Lead (Delivery) and Portfolio Contract &Performance Manager as required.
  • Develop and maintain the portfolio schedule management plan.
  • Maintain Strategic Delivery Plan.
  • Coordinate and control definition and setting of critical milestones.
  • Works with contract and performance team to manage the portfolio baseline and report and analyse progress.

To be successful in this role you will need to:

  • Be accountable for the successful delivery to cost, specification and time for a defined package of work including establishing, developing, and maintaining the documentation necessary to deliver the package of work and acting as the focal point for all aspects related to the packages of work.                            
  • Provide information necessary to make management decisions to the key stakeholders/customer through your knowledge and experience of Project Management and project controls, including planning (ideally within Primavera P6), earned value management, resource loading, and change control.
  • Ensure the implementation of company management processes is effective and efficient in addition to developing / implementing Project Management best practice in line with company management processes.
  • Provision of basic guidance to others regarding the Project Management processes and the operation of the project management systems / tools / methods.
  • A degree level or equivalent in business, project management, or 2-3 years equivalent business experience including APMQ qualifications is desirable in addition to experience with data analytics and management information reporting.

To work for Rolls-Royce Submarines, you need to hold a Security Check (SC) clearance without any caveats to that clearance. Rolls-Royce will support the application for Security Clearance if you don’t currently already have this in place. Due to the nature of work the business conducts and the protection of certain assets, you must hold a UK nationality. Any dual nationals will require additional scrutiny and background checks prior to commencing work with RRSL.
