Department overview:
The Prudential Planning team is responsible for delivering Recovery Resolution Plan (RRP), key liquidity and capital planning initiatives for Nomura European Holdings (NEHS, the European consolidation group), primarily driven by UK and European regulatory requirements. The team ensures NEHS is adequately capitalised at all times as well as identifying any threats to the viability of the firm and helps the management identify appropriate actions. The team is responsible for the development and coordination of the local ICAAP, ILAAP and RRP, including wind-down planning, performing resolvability assessments and coordinating initiatives to guarantee continuity in resolution. 
The team works very closely with Treasury, Risk, Business Resilience, GM, Programme Delivery and GM Change teams. The team structure is lean, sitting within the Controller function of the Finance department in EMEA. The team spearheads the following:
•    Recovery Planning
•    Resolvability Assessment Framework (RAF)
•    Trading activity Wind-down (TWD) Planning 
•    Internal Capital Adequacy Assessment Process (ICAAP)
•    Individual Liquidity Adequacy Assessment Process (ILAAP)
•    Contingency Funding Planning
•    Ad-hoc strategic regulatory initiatives
These initiatives have been at the top of regulator’s agenda and therefore the Board’s agenda in recent years. In particular, the team has a focus to respond to the recovery & resolution planning related items, which have been at the centre piece of the latest regulatory developments from the PRA, Bank of England and other global regulators. 
The team also acts as the overall RRP SME for the Nomura Group and has a strong influence on the shaping of the Group RRP framework working closely with the NHI Group RRP team and the Financial Planning & Strategy team in Tokyo.

 

Key Responsibilities:
The firm is looking to recruit an individual at VP level to support execution of the Prudential Planning team’s core responsibilities. The team is particularly interested in applying a Project Management approach to deliver these initiatives. 
•    Coordinating the delivery of the RRP and the Trading Wind-Down Plan (TWD), including the preparation of documentation and analysis (scenarios & remediation options). 
•    Support in the coordination of the ICAAP, ILAAP and CFP 
•    Involvement in and management of multiple prudential projects and collaborating with project managers, both locally and in other regions.
•    Provision of clear and proactive communication to prudential project stakeholders (SMEs and sponsors)
•    Assessment and management of risks and issues, and escalate issues via the appropriate project and program governance structures 
•    Testing the Recovery & TWD capabilities through the coordination of fire-drill tests
•    Ensuring compliance with capabilities across the Resolvability Assessment Framework
•    Preparation of material for regulatory meetings and inspections (PRA/BoE)
•    Stakeholder management with peers and senior staff across the Group. 
•    Ongoing monitoring of regulatory developments, engaging with industry forums/peers and responding to public consultations

 

Skills, experience, qualifications and knowledge required:
•    Looking for a candidate with strong project management skills with prior experience in managing complex, regulatory / prudential and cross-functional projects, either at a financial institution or in consulting
•    A candidate who may be interested in focusing on a specific subject area and gain more technical knowledge on RRP and capital planning rather than engaging in generic ‘change the bank’ projects 
•    Prior experience in coordinating regulatory deliverables in relation to recovery and/or resolution planning or/and ICAAP & ILAAP is helpful but not a pre-requisite
•    An understanding of processes and flows in relation to investment banking products 
•    Excellent communicator and influencer, able to build sustained relationships with colleagues at all levels from a range of departments, business areas and cultures
•    Very strong attention to detail and high-quality standards relating to presentations and documentation, processes and the control environment
•    Desire and ability to challenge the status quo and drive forward change, with a keen ability to think laterally
•    Skilled at delivering clear messages and able to simplify complex notions, ensuring all stakeholders can absorb and rationalise the benefits of the regulatory initiatives
•    Positive and resilient attitude and able to demonstrate passion and enthusiasm to all stakeholders 
•    Ability to work independently with minimal oversight and as part of a team
