Project Overview

Bechtel is designing, constructing and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington state. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.  

 

The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.  

The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and AECOM. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.  

 

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 am to 5:00 pm. Selected applicant needs to be able and willing to work limited night shifts and weekends as needed.

 

Position Summary

Leads/supervises Emergency Preparedness (EP) professionals supporting the Emergency Preparedness Program. This includes oversight of program development and implementation including development and maintenance of procedures, performance metrics, assessment performance, condition report management and response to drills/actual emergencies. This individual also is responsible for the technical content of training for Emergency Response Organization (ERO) members and coordination of the WTCC/WTP emergency preparedness program with Hanford site contractors and DOE RL/ORP.

 

Responsibilities

The EP Lead is responsible for interpreting and blending complex technical requirements, evaluating and applying appropriate controls, and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with applicable contractual and regulatory requirements in such a manner that EP is ready to support project milestones (e.g., Cold Ops):

  • Maintains relationships with other Hanford Site Contractors counterparts to ensure continuing alignment of the EP Program.
  • Develops emergency preparedness programs, processes, procedures, specifications and training courses related to both construction and nuclear commissioning and operations activities.
  • Provides a high level of technical support to safety reviews, health assessments, project risk assessments, field safety assurance, and construction in transitioning to the nuclear commissioning/operations phase.
  • Provides recommendations and input for revising safety procedures, work processes, and other quality improvement measures.
  • Develops and or assists in the preparation of specific reports as required in accordance with the project procedure, process and contract specifications.
  • May serves as program subject matter expert (SME) for all aspects of the emergency preparedness program and its regulatory and contractual requirements.
  • Participates in meetings with customers, project team members, and other stakeholders to advise them of EP requirements.
  • Plans and coordinates work requiring independent judgment and supervisory experience in the application of EP plans, policies, procedures, methods and systems.
  • Develops mitigation measures and actions as the EP Lead to ensure actions are closed appropriately in the Corrective Action Management system.
  • Remains cognizant of federal, state, and local requirements applicable to EP.
  • Fulfills other general duties related to EP as may be required.

 

Qualifications and Skills

Basic Qualifications

  • Level 1: Bachelor of Science degree in the sciences (e.g., emergency management, environmental science, biology, public health, chemistry) or Engineering from an accredited university with 6 years of progressive, related experience, or in lieu of a degree, 12 years of progressive, related experience.
  • Level 2: Bachelor of Science degree in the sciences (e.g., emergency management, environmental science, biology, public health, chemistry) or Engineering from an accredited university with 9 years of progressive, related experience, or in lieu of a degree, 15 years of progressive, related experience.
  • Related/practical experience includes:
    • Recent practical work experience.
    • Advanced knowledge in the field of EP
  • Advanced knowledge and experience with the development of EP policies, procedures, instructions, and plans at a U.S. Department of Energy site.

 

Minimum Qualifications

  • Knowledge and experience with application of DOE O 151.1D
  • Knowledge and experience in development and management of EP programs within DOE.
  • Experience in program inspections/assessments.
  • Proficiency in performing/coordinating technical evaluations/studies.
  • Possesses the legal right to work and remain in the United States without sponsorship.
  • Advanced skills in oral and written communication.
  • Knowledge of standard computer applications.
  • Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education.
  • Must be able to obtain a DOE badge for access to the Hanford Site and WTP Project offices.

 

Preferred Qualifications

  • Prior experience on DOE project, preferable with nuclear facility/operations.
  • One or more of the following certifications: Certified Safety Professional (CSP), Associate Safety Professional (ASP), Construction Health and Safety Technician (CHST), Safety Trained Supervisor (STS), or other acceptable professional designation, relative to position.
