The Asset Management Service provides strategic management of the council's property, care homes and school assets to ensure that they meet the aims of the Corporate Strategy and support service delivery across the county. 

Role & Responsibilities: 

We are looking to recruit an astute and experienced Capital Programme Manager to work within the Capital Programme Team within the Asset Management Service at Lancashire County Council.

This significant role plays a vital part in developing and enhancing facilities for the residents of Lancashire. Your new journey in the Capital Programme Team will bring a diverse workload with challenges and opportunities at every turn. We need someone with substantial experience in delivering capital projects for schools and other property establishments, coupled with the knowledge of the required guidelines. Every school is unique, and each establishment will have different requirements which you will strive to deliver while managing expectations. 

  • Leadership and management of the Capital Team (Property) which is responsible for the development of the county council's capital programme for education and property portfolios.
  • Provide detailed understanding and guidance for capital works to education and public buildings, especially the maintenance, refurbishment and life cycle management of buildings and the use of appropriate construction methods and techniques (traditional, modern and sustainable).
  • Client-side contract management of the council's Private Finance Initiative (PFI) school contracts including the Building Schools for the Future portfolio.
  • Fulfil the informed client role in all aspects of the development and delivery of the capital programme, ensure effective engagement with stakeholders and regular reporting to decision makers. 
  • Strategic planning and advice regarding new sites for the development of schools including liaison with local planning authorities and developers.
  • Ensure the efficient collection, analysis and storage of premises condition surveys and lifecycle information which are used to develop project briefs, commission feasibility studies and in turn inform the scheduled programme of works.
  • Commission works to address health and safety and ongoing maintenance, and to ensure the suitability of a building for service delivery where necessary.
  • Collaborate proactively and effectively across service and organisational boundaries.
  • Management of the property and school's capital programmes providing guidance, support and direction to a team of property professionals and able to hold a project caseload when necessary.
  • Application of project management methodology to ensure that the programme is delivered to the agreed time, cost and quality. 
  • Provide in depth understanding of the operation of schools and school buildings and the application of Department for Education Good Estate Management, Design Guides and Building Bulletins.
  • Ensure the preparation of specific client requirements, business cases and briefing documents for strategic and complex building projects on a wide range of public buildings, education and residential care settings.
  • Manage key performance and financial data relating to capital schemes and contracts.
  • Ensure effective stakeholder engagement throughout the project lifecycle, including the provision of management reports and briefings to decision makers.
  • Align schemes in support of the county council's carbon reduction strategy where appropriate.
