Team Leader – Targeted Youth Support

The Children and Family Wellbeing Service (CFW) offers early help and support to children, young people age 0-19+yrs (0 - 25yrs for SEND) and their families across Lancashire. The service responds as early as possible when a child, young person, or family needs support, helping them to access services to meet their needs and working with them to ensure the support offered is right for them, is offered in the right place, and at the right time. 

The focus of the service is to provide an enhanced level of support which is prioritised towards those groups or individuals who have more complex or intensive needs or who are at risk and particularly where we think that providing early help will make a positive difference. Children and Family Wellbeing staff are skilled, committed and recognise that every family has different needs. 

The post holder will lead a team of children's services youth work practitioners, to ensure the development, delivery and continuous improvement of early help targeted youth support services for young people and their families and carers in Lancashire. The post holder will lead and develop targeted youth work within a designated locality area (East) and its environment, in pursuit of the early help services’ performance standards for youth work by developing and implementing a targeted youth work curriculum that meets the needs of young people and addresses service objectives and performance targets. 

This will include developing and supporting the voice and influence of young people.  The post holder will be actively involved in face-to-face youth work and participation delivery where necessary and appropriate, both to support delivery aspirations and to oversee and review the quality of service delivery in line with aspirations for continuous improvement. 

Alongside direct line management of a group of professional range youth workers in their relevant local teams, the post holder will be the principal interface for the service around strategies for delivering targeted support for young people, ensuring that young people receive first class early help and timely support to meet their needs and identify/manage risk. 

There are 2 posts available one post is based in the East of Lancashire and covers Burnley, and Pendle, the second post is based in Preston and South Ribble. The post holders will be based at the largest neighbourhood centre in their area providing facilities for youth work delivery.  The post holder will develop extensive partnerships with other professionals and organisations, to develop and facilitate the delivery of service provision.  In addition, the post holder will ensure the maintenance and further development of local relationships with partners, educational institutions, and local communities. This will support greater join up with local youth work delivery partners in the community and assist in aligning with the dedicated personnel within "Team around the School" model where specific support needs for adolescents are identified. 

The Targeted Youth Support Team Leader will hold a nationally recognised JNC qualification in youth work.  NB: All service managers at this grade, JNC 27-30, will be involved periodically in rotas for Standby and Significant Event response duty. 

The postholder is required to work within Lancashire County policy and procedures
