Job Details

Reporting to the Lead Consultant, this Consultant Engineer role is in the Flooding, Shoreline and Harbours team of Structural Services, within Roads and Transportation Services. This position is predominantly focused around the Shoreline and Harbours team. 

The main purpose of this role is to assist in the delivery of the flood risk management, coastal and harbours obligations in accordance with national legislation and the prescribed standards and policies of Fife Council.

Provide professional and technical input into the development and implementation of effective and efficient flood protection, shoreline management and harbours functions.

Contribute to the delivery of the duties as the Flooding and Coast Protection Authority under current legislation.

Assist in the development of a ‘Coastal Community Adaptation Plan’, using all available information regarding coastal flood risk and erosion as well as property and social disadvantage information.

Assist in the detailed review of the Fife Shoreline Management Plan.

Manage the procurement, design and supervision of hydraulic flood and coastal studies and construction of a wide range of flooding, shoreline and harbours capital and revenue projects using in-house and external resources.

Manage the procurement of body of water, coastal and maritime structures maintenance programmes using in house contractors and external contractors.

Assist in the development of forward design and construction programmes for all flooding, shoreline and harbours projects to achieve set budget profiles.

Review new legislation, best practice and technical standards within the flooding, shoreline and harbours function and assist in the development of responses, strategies and policy reviews to meet new legislative and technical requirements.

Maintaining effective control on delegated budgets.

Undertaking Inspections of Coastal and Harbour Assets.

Undertaking Body of Water Inspections.

Assist with the operational aspects of the Harbours, ensuring compliance with the relevant legislation.

Assist in the implementation of the council's delegated duties under the Coast Protection Act 1949.

Investigating and drafting responses to internal and external customer enquiries and other correspondence.

The Person

Educated to SCQF level 10, which includes an Honours Degree in Civil or Structural Engineering or equivalent.

Member of an appropriate professional body i.e. MICE/MCIHT/MIStructE/MCIWEM.

Registered as a Chartered Engineer (CEng) with the Engineering Council.

Experience of preparing and managing project plans and programmes.

Experience of managing contracts using the NEC suite of contracts.

Time management skills with the ability to prioritise tasks effectively, use own initiative, work without supervision and manage conflicting demands.

Ability to communicate effectively.

Report writing skills.

Extensive analytical skills.

Ability to provide a regular and effective service and promote a positive culture in the workplace.

Detailed knowledge of civil engineering functions with a particular knowledge of flooding, shoreline management and maintenance of harbour structures.

Knowledge of civil engineering specifications, various conditions of contract and tendering procedures.

Ability to manage, assess, design and deliver flood related schemes where there have been previous flooding incidents throughout Fife.

Knowledge of Health and Safety and associated legislation, e.g. Construction (Design & Management) Regulations 2015.
