General Description:
Under the general direction of the Director of the Integrated Operations Center (IOC), the Assistant Director of the IOC develops and oversees the day-to-day execution of assigned work plans, strategic planning, budget planning and performance output using industry best practices in airport 911 center and emergency management operations. This position supports the IOC Director in developing and implementing the transition of the Airport Operations Center (AOC) into a full-fledged Integrated Operations Center (IOC). The position will also maintain complete accountability of employee performance to ensure full compliance with regulatory code and SOP Requirements.
Supervision Received:
This position requires work to be completed independently with minimum supervision. Direction received focuses on strategic objectives and is typically collaborative in nature. This position makes policy recommendations and would be considered “upper-middle” management.
Essential Duties and Responsibilities:
Directs subordinate management staff to ensure appropriate selection, training, scheduling, monitoring, operations, and administration of the 911 dispatcher team.
Assist in the development of the newly created IOC, including creating operating procedures, staffing allocation, and equipment and resource requests.
Plans, organizes, and directs IOC activities through subordinate managers and supervisors to accomplish the development of strategic plans, budgets, work initiatives, and/or assignments and task.
Develop metrics to assess performance and makes adjustment to ensure operational performance
Supports and implements strategic planning for the IOC Team, ensuring alignment of team capabilities with EM and airport objectives.
Works collaboratively with other sub-units within the division to accomplish division initiatives such as CALEA certification, EMAP certification, EM Exercise Program, and EM Training Program.
Lead and manage the Public Safety Answering Point (PSAP) for 9-11 operations at the airport
Develops and nurtures business relationships with airline stakeholders and other critical terminal operators. Participates in meetings and makes presentations regarding planned projects to airport staff, airline representatives, trade groups, academic groups and city officials; prepare various charts, maps, graphical data for presentation purposes. Interacts with government officials, airlines, planning consultants and airport management in the performance of assigned duties.
Monitors project schedules, budgets, expenditures, staffing levels to ensure work is being completed efficiently and as projected.
Ensures the business needs of the Airport are continually blended with environmental compliance requirements in the planning and support of activities involving capital projects, and overall operation of the Airport.
Validates that all projects/contracts conform to established procurement guidelines.

Decision making in this role is typically related to assessing scope of work/task, identifying appropriate resources and development of project schedules and budgets. The role also recommends policy and/or strategic changes.
Leadership Provided
Provides guidance to a varied group of technical and professional employees engaged in DOA wide and/or policy advisory driven activity. Guidance should typically be general in nature and focused on objectives, desired results, process improvement and policies/procedures.
Knowledge, Skills and Abilities:
Ability to apply sound analytical thinking to solve technical and/or process improvement challenges.
Ability to manage multiple projects, competing priorities and meet deadlines.
Strong working knowledge of operations centers, ICS, EOC operations, FEMA guidelines, FAR Part 139, and airport operations.
Thorough knowledge of airport and aviation operations, principles, and practices relating to risk management, security, safety, and ARFF; comprehensive knowledge of mandated regulatory requirements of FAA.
Skilled in solving complex problems; ability to conduct detailed analytical evaluations and studies as they relate to federal regulations; ability to prepare reports and recommendations; ability to write, review, and administer contracts.
Excellent verbal and written communication skills; skilled in preparing clear and concise administrative reports; ability to communicate effectively, both orally and in writing.
Minimum Qualifications, Education, and Experience
Bachelor’s degree required.
5 years of aviation management experience, or similar area.
5 years of supervisory experience.
The following classes are required: IS100, IS200 and IS700.
Must obtain ICS300 and ICS400 certifications within 18 months.
Preferred Qualifications
7 years operations center experience in an aviation, public safety, or emergency management environment.
7 years supervisory experience.
7 years demonstrated experience in developing policy, SOPs, and/or training programs.
3-5 years 911 or information center operations experience.
Licensures and Certification and Training
Valid Georgia driver’s license is required by COA ordinances.
Ability to acquire and maintain DOA security clearance badge required.
