Salary range: $78,092-$97,588

The Hartsfield-Jackson Atlanta International Airport (ATL) is committed to providing the traveling public, airport workers, and companies/tenants conducting business on airport property with the safest environment possible. The Airport Fire Training Program Manager is responsible for effectively providing a fire training facility that allows for the real-world experience for ATL airport assigned and, in some cases, external airport firefighters the ability to certify annually as required with FAA part 139 operations. The ATL Fire Training Center Program Manager reports to the ATL Fire Safety Manager. Additionally, the Fire Safety Program will assist in coordinating other sections and programs of the Emergency Management bureau and the Fire Safety Program as needed.

 

Essential Duties

The ATL Fire Training Center is an internationally recognized live fire training center that attracts worldwide interest, visitors, and customers.  The FTC Program Manager works with multiple departments and agencies (AFRD, APD, DOA Environmental, FAA, Security, etc.) to schedule facility events (Basic and recertification Aircraft Rescue and Fire Fighting (ARFF) classes, tours, and any needed outside training   He or she administers the facility O&M contract (for preventative and emergency maintenance) and interacts with external agencies (fire training officers, media, law enforcement, etc.)

Additional duties:

  • Ensures essential services (janitorial, pest control, landscaping, and life safety systems) are performed and checked.
  • Coordinates and host events/drills (airport Big Bird, MARTA, GBI, APD, etc.)
  • Engages the business process for invoicing customers and procuring needed goods and services. Because Atlanta is the world’s busiest airport, its expertise is highly sought after. 
  • Travels and promotes the facility at industry trade shows and events.
  • Coordinates student arrivals with area hotels and equipping them with the necessary safety gear is also required.
  • Strategically manages the airport’s $15 million dollar live-fire training complex.
  • Facilitates day-to-day operations to enable federally mandated initial and recurrent live-fire training for ATL airport-based firefighters.
  • Effectively manages the facility’s maintenance contract to ensure operational readiness.  Develops and implements a business model offering fee-based live-fire training to external agencies for non-aeronautical revenue generation.
  • Facilitates technological and physical improvements to the site.
  • Leads stakeholder working groups, performs oversight of maintenance and environmental staff, liaisons with senior airport leadership, and monitors service contracts, including janitorial, elevator maintenance, pest control, and landscaping.
  • Represents and promotes facilities at trade shows and industry events.
  • Manages lived fire fuel levels. 
  • Provides a training environment for assigned airport firefighters to meet part 139 FAA training and certification requirements.
  • Builds relationships within the aircraft rescue and firefighting ARFF community.
  • Hosts external guests from agencies worldwide for live fire training.
  • Assists with additional needs of the Fire Safety Program and its operation to provide a Fire Safe Airport.
  • Assists with the staffing and events that the Emergency Management group would see a need for.
  • Performs other duties as assigned.

 

Qualifications and Certifications

Minimum Qualifications Education & Training

  • A bachelor’s degree in Fire Protection, Emergency Management, Airport Management, Aviation Management, Business Administration, or a closely related field.
  • At least 5 years of relevant work experience in fire services operations

Preferred Experience

  • Emergency Management and EOC Experience 
  • Mid to large-size airport operation
  • Contract Administration
  • Basic understanding of facility infrastructure operation.
  • Knowledge of Flammable liquid fuel procurement, storage, and system distribution.
  • Knowledge of Propane procurement, storage, and system distribution.
  • Evaluating facility design plans for compliance with codes and regulations
  • Planning and scheduling training events
  • External student recruitment and marketing FTC facility
  • Capital improvements and Strategic Planning

Additional desired Experience

Demonstrated analytical and decision-making skills with the ability to effectively coordinate and resolve multiple and frequently conflicting projects and priority issues. Proven ability to work independently and be a dedicated team member and demonstrated written and verbal communication skills.

Individuals must successfully undergo an FBI fingerprint-based criminal history records check and a security threat assessment with no convictions for disqualifying crimes within the last 10 years.
