Job summary

The Vaccination and Screening Directorate (V&S) is responsible for discharging the NHS public health functions agreement, under which the Secretary of State delegates responsibility to NHS England for certain public health services, known as Section 7A services. These include around 20 immunisation programmes, 11 screening programmes and other services such as child health information services (CHIS), some of which are led Health and Justice national commissioning team.

Working as a multi-disciplinary team, we work across the NHS and wider partners to design and deliver the best possible services. The directorate is collectively responsible for the delivery of our mission statement:

To deliver maximum levels of uptake and coverage across the whole population within and between communities, improving health outcomes, avoiding harm, enabling earlier diagnosis and helping people to stay well, leaving no-one behind.

The post holder will work within the bowel cancer... screening portfolio team supported by a senior QA Advisor and a QA Advisor working within a geographical area. They will also provide input and support to the national portfolio deliverables. They will be support of the senior QA Advisors/QA Advisors in the delivery of a comprehensive programme of quality assurance capable of maintaining and further developing, effective high quality screening. Some cross cover between geographically based QA teams will be expected to ensure the resilience of the service.
Main duties of the job

The post holder will:
• As part of a team deliver effective QA/improvement service for portfolio of screening providers
• Support QA Senior Advisor/team to ensure work stream of programmes are planned/managed effectively/lead in assisting in successful delivery through co-ordinating/overseeing QA of an agreed portfolio of screening programme providers, stimulating/facilitating programme specific QA activity
• Contribute at regional level to development/implementation/ improvement of NHS Screening Programmes
• Provide advice/guidance to programmes/key stakeholders maintaining minimum standards/striving for excellence
• Assist QA Senior Advisors/Advisors in management of staff within specific work streams
• Triaging/escalating/managing assigned screening incidents, working with stakeholders including screening providers/commissioners/ professional/clinical advisers
• In line with programme specific operating model, deliver/support delivery of QA interventions, which may include audits/evidence review/pathway reviews
• Support QA Senior Advisors/Advisors through implementation of QA and Improvement programmes/workstreams across region
• Support QA Senior Advisors/Advisors assessing risk/prioritising QA interventions for region, through preparing the template/providing relevant submissions for assigned providers
• Work with screening providers to measure/promote readiness for programme changes/support QA Senior Advisors/Advisors in measuring/understanding risk in relation to such changes.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Ensure the planning and organisation of screening interventions and sub-regional/regional meetings are effective and meet the requirements of stakeholders. This will involve coordination of professional and clinical advisors and large regional groups.

Support senior QA staff in the management of communications with the organisations and professionals, within and outside of the QA intervention process.

Support the delivery and evaluation of education and training to stakeholders including professional and clinical advisors and team members

Review action plans and ensure that programmes that are failing to progress are identified and appropriate action taken, ensuring escalation of issues where necessary

Support programmes post intervention to ensure that programmes can implement action plans

Assist the QA Senior Advisors/Advisors in the planning of the annual work plan and scheduling of QA interventions and events.

Propose and develop systems of quality management in the screening programmes.

Ensure up-to-date knowledge and understanding of current and proposed future developments within screening programmes.

Support the collection and analysis of complex data from local screening programmes including KPIs and annual report returns.

Undertake regular review of the data with the support of data analysts and feedback to programmes in an agreed and consistent manner. Support work to improve data quality in local programmes

Assist with the co-ordination and facilitation of the monitoring and performance of local screening practice against agreed standards.

Coordinate the validation of statistical reports produced by local screening programmes and feedback any problems to appropriate regional and national organisations under the direction of the QA Manager/Deputy Manager

Recommend and undertake further analysis on data for QA and audit purposes.

Assist the QA Senior Advisors/Advisors with the management and analysis of statutory returns, audit data and screening QA data. Ensure accurate and complete statutory returns are made to the Department of Health and the dissemination of relevant information to all relevant parties concerned.

Create and develop reports, spreadsheets and databases for the presentation of results and surveys to key stakeholders.

Triage, escalate and manage screening incidents for your region.

Provide advice and support in the case of screening incidents ensuring the safety of patients.

Ensure that any SI or complex/high risk incidents are escalated as appropriate

Provide advice on unexpected events/adverse incidents occurring within screening programmes and recognize the level of importance and sensitivity of such situations. Refer on to more senior staff or Professional Clinical Advisors as necessary.

Ensure that there is cross cover and resilience in the screening programme and support the SQAS team in maintaining the schedule of interventions, locality educational activities and workflows.
