Temporary Accommodation Services Officer – Housing

Pay Rate: £18.66 per hour PAYE
Hours per week: 36 Monday - Friday, normal working hours
Role Length: This opening assignment is for 2-3 months

The purpose of the role is to lead and manage a team to manage the end to end process of procuring accommodation, allocating it sensibly, setting up rent accounts, ensuring HB claims are made, and collecting rent thereafter, working as a cohesive team.
The post holder will be the main point of contact between the Housing Needs Service, external and internal and external suppliers of emergency accommodation, and Housing Benefits services.
Key Responsibilities:
Resolve a post Covid backlog of rent loss and ensure that process, procedure and performance is tightly managed going forwards.
Make a positive contribution to the delivery of the service, this will include... working flexibly and positively to achieve the objectives of the council.
Manage and lead staff to achieve high performance and effective operational delivery, including developing and improving staff capability.
Manage a customer focused service and the effective use of resources.
Ensure that the council’s overall vision, values and ethos are central to the requirements of the service.
Support effective working relationships and act as an ambassador and advocate with external organisations.
Keep up to date with developments in service delivery and best practice to ensure the service performs effectively and to the highest standards.
Lead the effective allocation and make best use of Emergency Housing Lets (EHL) and hotel accommodation for households in need of emergency housing, including effective processing of new bookings, transfers, extensions and terminations.
Also ensure all households make a Housing Benefit application before being signed up to accommodation in order to protect the Council’s financial position.
Set up rent accounts immediately and accurately when placements are made on the day, or the next day where placements occur out of hours, never allowing tenants to fall into arrears on day 1 and always promoting a rent first attitude.
Ensure records are held on all placements made by the Out of Hours team and to ensure rent accounts have been created in line with processes.
Qualifications:
Evidence of continuous professional development.
Skills & Experience:
Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
Relevant experience of working in a partnership/multi-agency setting and multi-disciplinary team.
Experience of delivering projects with strong outcomes
Experience working within a social housing and customer service environment.
Experience of influencing, challenging and supporting stakeholders to create an absolute focus on delivering value through deployment of resources and scrutinising all operational processes to drive out failure.
Experience of working with customers and championing their views and feedback.
Knowledge and understanding of local authority statutory and support services related to benefits and rent.
Knowledge of the Housing Act 1996 in particular as it relates to possession proceedings for rent arrears and the protection from Eviction Act.
Knowledge of the Homelessness Reduction Act 2017 and The Housing Act 1996 Part 6 & 7.
Knowledge of Housing Benefit regulations and rent arrears pre-actions protocols.
Ability to supervise and manage a team of staff including conduct and discipline.
Ability to provide clear, confident and effective leadership in a highly pressurised environment, motivating others to maximise their performance and delegating effectively where appropriate.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
Full UK driving licence required for this role.
