Interim Housing Senior Development Manager

Pay Rate: up to £370 per day PAYE depending on experience (tbc)
37 Monday – Friday, normal working hours
This opening assignment is for 3-6 months

The focus of the role is on delivering 93 affordable homes on 4 small council-owned sites. This is the first stage in the Council’s housing delivery programme. Implementing the Council’s ambition to deliver 400 new affordable homes in the borough on council-owned land the Council identified 4 sites in its ownership and agreed in October 2022 that the sites would be used to deliver affordable housing. These sites already had proposals worked up to deliver 93 homes that had been considered by the Planning Committee.
The 4 sites are: -
CR4 3TA (21 units); -
CR4 2JB (36 units); -
CR4 4HD (18 Units);
Morden SM4 6RA (18 units).
Key... Responsibilities:
• Manage the delivery programme of the 93 homes – all now have planning permission and we are moving into the construction phase.
• Client L&Q and ensure the procurement process is run in the Council’s interest
• Work with council colleagues to progress legal and other matters to ensure the sites are vacant and ready for start on sites from Spring next year.
• Manage the budget for the delivery of the 93 homes providing regular updates.
• Manage advisors to the council including the Council’s appointed Employers Agent
• Prepare briefing and update report to a senior Officer Steering Group and Members Steering Group who oversee this programme.
• Prepare any reports to Cabinet and other decision-making bodies as required
Qualifications:
• A professional qualification, through RIBA or RICS or RTPI would be a benefit.
Knowledge:
• Technical understanding and experience of the development process from start to finish (planning and design, procurement, construction and through to delivery), with a track record of delivering built environment projects to time and budget.
Experience:
• Experience of successfully delivering high quality, sustainable affordable housing projects, particularly on smaller and more challenging sites
• Experience on a variety of delivery strategies – from development agreements, other forms of partnership, council direct build and disposal.
• Experience in land assembly, valuation, appraisals, and negotiation.
• Experience working with and influencing senior stakeholders in both the public and private sector, particularly building relationships with elected members.
• Demonstrable experience of strategic and innovative thinking with a proven track record of delivering results against tight deadlines and stretching targets.
• Experience of leading a mixed team of both internal staff and technical, expert consultants and building an inclusive culture and team.
• Must have specific experience in this field.

• Very good prioritisation skills to balance key priorities
